The first cruise in 15 months is set to leave a U.S. port today. 650 guests, mainly made up of Royal Caribbean employees, volunteered for a “simulated voyage” to prove that ships are safe to sail.
This specific ship normally sails with 4,500 passengers (not including a crew of hundreds more). Of course 650 people can be accommodated safely, but the cruise line can't make a profit at <15% occupancy.
It’s a trial cruise fo test its safety measures prior to opening to the public. They have to test the safety measures at a passenger capacity that meets their target profit margin or it doesn't mean what they want you to think it means.
